Entering and exiting fullscreen mode changes the window size when snapped by Windows OS.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. In Windows, using the multitasking feature, snap chrome window to one side/corner. 2. Enter and exit full screen, either by F11 or through a video player. 3. The chrome window will have increased in size (~14px in width each time) What is the expected behavior? Window remains the same size when entering and exiting fullscreen. What went wrong? Window resizes after entering and exiting fullscreen. Did this work before? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: 10.0 Flash Version: No other applications on Windows seem to exhibit this behavior.
