What steps will reproduce the problem?
(1) Set flags to show new style notifications:
chrome://flags/#enable-native-notifications -> Disabled
chrome://flags/#enable-message-center-new-style-notification -> Enabled
(2) Go to https://tests.peter.sh/notification-generator/ and show a notification
(3) Click on the settings icon
What is the expected result?
The settings and close icons should not have a white background and they should always be visible on non-ChromeOS platforms.
What happens instead?
The icons have a white background and disappear as soon as the mouse leaves the notification.
