Issue description
Chrome Version : chrome 71.0.3578.98
OS Version: Android 9; Nokia 6.1 Plus
URLs (if applicable) : auth.mygov.in
Other browsers tested:
Firefox: OK version 63.0.2
What steps will reproduce the problem?
1. Enter the URL provided on the said device and you will see the error (err_ssl_version_interference) for a couple of seconds and then will redirect to site.
2. I tried disabling the tls1.3 at chrome://flags/ settings but didn't help.
3. The problem seems intermittent.
What is the expected result?
The site should open properly.
What happens instead of that?
Error is displayed site can't be reached.
Please provide any additional information below. Attach a screenshot if
possible.

The server appears to be flaky, with some connections going through and some don't, independent of where TLS 1.3 is on. I do not think this has anything to do with TLS 1.3. Unfortunately, ERR_SSL_VERSION_INTERFERENCE is a heuristic and it sometimes will miscategorize errors on sites that just don't work well. In other browsers, does the site also take a while to load or something fail, just with a different error? I would suggest contacting whoever runs that site and ask them to deal with their server. It appears to be having problems.
