Regression: Highlight text caret of password field stays on black screen while navigating to sign out screen

Chrome Version:72.0.3626.15/11316.18.0 dev channel Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Go to Lock screen
(2)From ubertray/Accessibility, enable Highlight text caret
(3)When highlight at Password field >> click on Sign out button and observe(Please refer video)

Actual: Highlight stays while navigating to sign out screen
Expected: No such unwanted highlight appears while navigating to sign out screen

This is a Regression issue as same works fine in M-63

Issue is seen from M64 to M71 also

Could not reproduce with steps: 
-Sign into user and go to lock screen
-Enable highlight text caret from tray
-Click on Sign out button

Actual:  Highlight does not appear when navigating to sign out screen

Are you still noticing this issue?

Yes, I am still able to reproduce the issue in 73.0.3664.0./11547.0.0 dev with the above steps mentioned.
