[css-contain] Port change of text optimization to LayoutNG

Issue description


The optimization implemented in  bug #805785  needs to be ported to LayoutNG.
Currently the optimization only happens on legacy layout, in LayoutNG the perftest change-text-css-contain is 90% slower.
