What steps will reproduce the problem?(1)Sign into user >> Go to Lock screen
(2)From ubertray/Accessibility, enable Highlight text caret
(3)Click at password field and observe no highlight is seen(Please refer video)
Actual: No highlight is seen on clicking at password field when we enable Highlight text caret in Lock screen
Expected: Highlight should be seen on clicking at password field when we enable Highlight text caret in Lock screen
This is a Non-Regression issue seen from M-62

I was able to reproduce this issue using the following steps.
(1)Sign into user >> Go to Lock screen
(2)From ubertray/Accessibility, enable Highlight text caret
(3)Click at password field and observe no highlight is seen
Actual: No highlight is seen on clicking at password field when we enable Highlight text caret in Lock screen.
Expected: Highlight should be seen on clicking at password field when we enable Highlight text caret in Lock screen.
