OS: Windows(7, 8, 8.1 ,10) & Linux(14.04 LTS),Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6).

What steps will reproduce the problem?
(1) Launch Chrome, open DevTools and go to 'Audits' section.
(2) Click on any radio button and then press ctrl++ and observe.

Actual: Focus ring is seen on radio button after pressing ctrl++

Expected: Focus ring should seen after clicking on radio button.

This is a regression issue, broken in 'M73', below is bisect info:

Good Build: 73.0.3637.0
Bad Build: 73.0.3638.0
