OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS).
	       
What steps will reproduce the problem?
1. Launch chrome, perform chrome://restart and relaunch browser to invoke remote NTP.
2. Now, on Remote NTP, click on gear icon and apply any Background from 'Chrome Background' in the menu.
3. Now, click on 'Doodle Notifier' icon on NTP to view today's doodle.
4. Click on gear icon on NTP and select 'Restore default background' option.
5. Click on gear icon again and observe.

Actual Result: 'Restore default background' option is enabled, even after resetting background. 
Expected Result: 'Restore default background' should be disabled after resetting the background.

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build: 70.0.3537.0 (Revision: 587303)
Bad Build : 70.0.3538.0 (Revision: 587811)

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Unable to perform Chromium bisect as 'File is not a zip file' error is seen.
3. Hence providing suspect manually.
3. Issue is also seen on Stable #71.0.3578.98, Dev #72.0.3626.14 and Canary #73.0.3639.0 build.
