Unable to view full width of the page in the device simulator

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3638.0 Safari/537.36

Steps to reproduce the problem:
1. Go to any website (ie: www.google.com)
2. Open DevTools, then enable the device simulator
3. Choose any device (ie: Pixel 2)
4. Set zoom to any value smaller than 100% (ie: 75%)
5. (In the device simulator) Zoom all the way out

What is the expected behavior?

What went wrong?
 - Unable to view full width of the page in the device simulator

Unable to reproduce the issue on reported chrome version #73.0.3638.0 using Mac OS 10.14 by following steps as per comment#0. Observed that view full width of the page while zooming(75% and 50%) in the device simulator.

@reporter: Could you please review attached screencast and let us know if anything is being from our end. Requesting you to retry the issue by creating a new person without any apps and extensions in it, reset all flags to default and let us know if issue still persists.

Now I am unable to reproduce in 73.0.3643.0 (Official Build) canary (64-bit).

So it's fixed I think?

Status: WontFix (was: Unconfirmed)
Thanks for the report.  I was able to reproduce the bug on Mac Canary 73.0.3639.0, but not after updating to 73.0.3644.0 as well, or with any versions on other platforms.  Closing since we cannot repro.
