soraka: legacy boot flag resets after a suspend/resume cycle

Issue description

We're using legacy boot on Soraka with a desktop Linux distribution to do upstream development of libcamera.org.

We've found that whenever the system enters suspend, the legacy boot flag is cleared and one needs to boot Chrome OS and execute crossystem dev_boot_legacy=1 manually again to get back to the legacy OS.

While not a super high priority thing, it's essentially annoying and reduces our productivity, so we'd appreciate any help or ideas for figuring this out.
