OS: Windows (7, 8, 8.1, 10) & Linux(14.04 LTS).

Precondition: At-least one password entry (with long password name) must be present on chrome://settings/passwords page.

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/passwords page.
2. Click on 'More actions' icon under 'Saved Password' section and select 'Details' option to open 'Saved password details' overlay.
3. Press thrice 'Tab' key from keyboard to reach the focus on password dots (Password dots will be selected).
4. Now press 'Menu' or 'Shift + F10' key from keyboard to open context menu and observe.

Actual: Chrome browser context menu opens instead of selection context menu on pressing 'menu' key
Expected: Selection context menu should open on pressing 'Menu' key from keyboard.

This is a regression issue, broken in M-71 series, below is manual regression range:

Good build: 71.0.3560.0 (Revision: 593539)
Bad build: 71.0.3561.0 (Revision: 593801)

You are probably looking for a change made after 593774 (known good), but no later than 593775 (first known bad).

1. This issue is not seen on Mac(10.13.1, 10.13.6, 10.14.2) OS.
2. This issue is only reproducible for first instance (It is working properly for second instance)
