Steps to reproduce:
# Turn on VoiceOver
# Launch Chrome, note that the Touch Bar is configured with buttons such as esc
# Navigate to the Customize and Control Chrome menu, open it
# Press esc on the Touch Bar to close the menu

Expected: menu closes
Actual: VoiceOver tells you that you are on the esc button and despite physically pressing, the menu does not close 

Note that if VoiceOver is disabled, the esc button in the Touch Bar does close the menu as expected with just one press.
