Copy link on overflow doesnt work

Device name: Galaxy note 8

From "Settings > About Chrome"
Application version: 71.0.3578.83
Operating system: 8.0 Oreo

URLs (if applicable): N/A (any)

Steps to reproduce:
(1) Open a link from google now or elsewhere which doesnt open in full chrome browser (I guess its webview powered by chrome)  
(2) Click on the overflow button on top right.
(3) Select copy link. 

Expected result:
Link should be copied. 

Actual result:
Link doesnt get copied. 
(On a side note, if I press "Share  link ...", then it works correctly in sharing the link.)

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Changed webview version to 71.0.3578.83 [stable] , 73.0.3642.0 [canary] , 64.0.3282.137
2. Opened Google Search, opened one link which opened in CCT, clicked on 3 dot and selected copy link
2. Closed Google search, opened chrome and pasted -- observed previously copied text but not latest copied link

Chrome versions tested:
64.0.3282.137 , 71.0.3578.83 , 73.0.3642.0

OS:
Android 7.0.0

Android Devices:
Samsung galaxy J7

Issue is seen on changing webview to latest stable , beta , dev and canary

As issue is seen from older M-64 builds, considering this as Non-Regression and marking as Untriaged for further inputs from dev team.
