Steps to repro:
# Enable either ChromeVox or Select To Speak from Settings > Manage Accessibility Features. The crashes happen more frequently with ChromeVox but do happen with both services.

# Open the Play Store and install any full-screen app, I used Steam. Sometimes the Play Store crashes here, sometimes it does not crash with the assistive tech on. 

# Open a full-screen app like Steam and use ChromeVox or STS on it. Within 30 seconds, the system will crash.

I noted that my Chromebook had been crashing regularly through the evening so I am attaching all of those Crash IDs and timestamps in the file crashes.txt
