ChromeVox Bluetooth braille display has visually unlabeled button, screen reader says "Button" |

Issue descriptionGoogle Chrome 72.0.3626.8 (Official Build) dev (64-bit) Firmware Version Google_Eve.9584.174.0 Steps: # Enable ChromeVox with ctrl + alt + z # Go to ChromeVox options page via Settings > Manage Accessibility Features # Navigate to the Bluetooth Braille Display section, second button after the Select Bluetooth braille display button. Expected: button is labeled visually, in line with the other buttons. (Technically since the button is not labeled, the screen reader only saying "Disabled Button" is correct since it matches the visual label.) Actual: button is off center and blank, please see screenshot

Note: This is the default UI for users with no braille display at all. I did not attempt to connect one for my tests.

Adding stable blocker label because this is a serious bug that is currently only scheduled to be fixed in M73. Lpalmaro@, what do you think?
