ChromeVox Bluetooth braille display has visually unlabeled button, screen reader says "Button"

Issue description

Google Chrome	72.0.3626.8 (Official Build) dev (64-bit) 
Firmware Version	Google_Eve.9584.174.0 


Steps: 
# Enable ChromeVox with ctrl + alt + z
# Go to ChromeVox options page via Settings > Manage Accessibility Features 
# Navigate to the Bluetooth Braille Display section, second button after the Select Bluetooth braille display button.

Expected: button is labeled visually, in line with the other buttons. (Technically since the button is not labeled, the screen reader only saying "Disabled Button" is correct since it matches the visual label.)

Actual: button is off center and blank, please see screenshot

Note: This is the default UI for users with no braille display at all. I did not attempt to connect one for my tests. 
These Bluetooth Braille Display bugs do not require regression checks since this is newly introduced UI.

Fixes to bluetooth braille display UI

- gives display label for Connect/Disconnect button on initial state
- adds the Baum SuperVario display to the list of recognized displays
