Onscreen keyboard causes status tray to open partially offscreen, no notifications seen

Issue description

Google Chrome	72.0.3626.8 (Official Build) dev (64-bit) 
Firmware Version	Google_Eve.9584.174.0 

Steps to repro:
# Enable Onscreen keyboard using Settings > Manage Accessibility Features 
# Put focus in an edit field (such as Omnibox) to launch the onscreen keyboard
# With keyboard open, use alt + shift + s to open the status tray

Expected: Focus goes to the status tray and the keyboard visually collapses 
Actual: status tray opens on top of the onscreen keyboard partially cutting it off, please see screenshot. Notifications are all offscreen here. 


This does NOT apply to launcher keyboard shortcut alt + shift + l. Focus goes to the launcher button and the keyboard visually collapses as expected.

Retested this bug in Stable:
Google Chrome	71.0.3578.98 (Official Build) (64-bit)
Firmware Version	Google_Eve.9584.174.0
Steps to repro:
opened omnibus with keyboard display
pressed alt shift s and the focus goes to the status tray, keyboard disappears.
 Attached is the screenshot.

Able to replicate in stable 71 channel, kept this bug as a non-regression or normal bug.

 Alt + shift + l does go to the launcher as expected.
