A11y: "Highlight object with keyboard focus" feature not working on any Chrome UI

Issue description

Google Chrome	72.0.3626.8 (Official Build) dev (64-bit) 
Firmware Version	Google_Eve.9584.174.0 

Steps:
# Enable "Highlight object with keyboard focus" from Status Tray > Accessibility or from Settings 
# Put keyboard focus on any area of the UI such as the status tray and its contents, launcher, etc.
Expected: orange highlight appears
Actual: no orange highlight except inside a webpage

# Get to login screen 
# Enable "Highlight object with keyboard focus" from Status Tray > Accessibility 
Expected: orange highlight appears
Actual: no highlight at all on the entire login screen

Retested In canary: 
Google Chrome	72.0.3618.0 (Official Build) canary (64-bit) 
Firmware Version	Google_Samus.6300.276.0

Able to replicate in the Status Tray as none of the items gets highlighted.

However not able to replicate this issue for any of the items in the webpage, like Calendar, sheets, gmail etc. Each element of the screen gets highlighted with the Orange boundary.
Can provide screenshots for reference.

Retested this bug in Stable:
Google Chrome: 71.0.3578.98 (Official Build) (64-bit)
Firmware Version: Google_Eve.9584.174.0

Observations:
- Omnibus is not highlighted in orange
- Bookmarks toolbar - none of the items gets highlighted
- Search option in the homepage gets highlighted
- All Items in the Main web page gets highlighted
- None of the items in the Status Tray gets highlighted
- Launcher does not get highlighted
- Taskbar also does not get highlighted

Since it can be replicated in stable, marked as a non-regression or normal bug
