What steps will reproduce the problem?
(1)  log into "Browse as Guest"
(2)  right click on the page to bring up the context menu
(3)  select the "Save as" to save the page 
(4)  check the "File manager"

What is the expected result?
Should be able to save the page, (m71.png)

What happens instead?
File name field is missing. "Save" button is grey out. (m72.png)
