[VR Browser Lenovo All-In-One] "Chrome 2D" windows aren't adjusted on the y axis to match VRB window adjusted position.

Issue description

Chrome Version: 73.0.3636.0
OS: O
Lenovo all-in-one build: VRB.181016.012/5148211

What steps will reproduce the problem?
(1) Start VR Browser by opening Chrome in the headset.
(2) Move the content window down and to the left. (By clicking just above the content window to "grab", then using the touchpad to move.)
(3) Click on the Omnibox menu, and select settings. 
(4) A "2D Chrome in VR" window appears showing the Chrome settings page.

What is the expected result? "2D Chrome in VR" window should be aligned with the VRB window on both the x and y axis.

What happens instead? "2D Chrome in VR" window appears, aligned with the VRB content window on the X axis. But not aligned on the Y axis.

So if the user was lying down, they'd have to sit up to interact with the Chrome settings window.

Note that AFAIK this has always existed, it's not a regression.
