ChromeOS window selection menu is broken with too many open windows

Chrome Version: 70.0.3538.110
OS: Chrome  (Chromebook Pixel 2)

What steps will reproduce the problem?
(1) Open 23 windows.
(2) Click the Chrome icon in the ChromeOS taskbar.

What is the expected result?
A menu appears showing all the open windows, letting you select one.  (This works for 2 windows up to 22 windows.)

What happens instead?
The Chrome icon gets a gray highlight as if the menu is being displayed, but no menu is shown.

Looks like this issue doesn't happen on another device running 72.0.3593.0.  Instead, there are ways to scroll the menu up and down if it doesn't fit vertically on the page.  Was that added some time after M70?

Status: Fixed (was: Available)
We are past the point where we can merge fixes to M-71 and M-70.

Since this is fixed in M-72, marking as fixed.
