Jaws does not read title of permission prompt

Issue description

Version 72.0.3626.14 (Official Build) dev (64-bit)
Version 73.0.3637.0 (Official Build) canary (64-bit)
NVDA 2018.3.2
Jaws 2019.1810.64
Steps:
# With screen reader on, visit https://permission.site
# Choose a permission such as location
# Press insert+t to check the title of the window reflects the permissions dialog title
# Tab around the dialog to ensure controls are read
# Press insert+b to read the contents of the dialog
Expected: Jaws should read the title of permission prompt when pressing insert + T
Actual: Jaws reads title of webpage in focus only.
Reproduces in Dev and Canary
Reproduces with Jaws
 
This issue does not repro with NVDA, tested with 2018.3.2.

I think this never worked, but should be closer?

James landed the fix for NVDA, I suspect that it was broken before.

If JAWS still isn't working, Nektarios might know the status.
