Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.7 Safari/537.36 Steps to reproduce the problem: In the image we see in the middle right, white text on black background. Yes it is easy to read in the image, but in real life not so easy. What is the expected behavior? Please use a black bordered white box with black text inside. What went wrong? Able to reproduce the issue on chrome reported version# 72.0.3626.7 and on stable# 71.0.3578.98 and on latest chrome# 73.0.3645.0 using Ubuntu 17.10 by navigating to URL: https://www.traffic.taichung.gov.tw/mail/index.asp?Parser=99,9,68,66. As this issue is seen from M-60(60.0.3112.0), hence considering this as Non-Regression and marking it as Untriaged. Note: Issue is not seen on Mac and Windows. Thanks!
