Feature request: keyboard shortcut for play / pause should work for apps in the background

What steps will reproduce the problem?
(1) Open a music app, say Play Music
(2) Open another app
(3) Press play / pause key

What is the expected result?

Play / pause music in the background


What happens instead?

Nothing
