SIM PIN unlock does not appear to work

Project Member Reported by jessejames@chromium.org, Dec 12

Issue description

Chrome Version: 72.0.3623.3
Firmware: Google_Nautilus.10431.81.0

What steps will reproduce the problem?
(1) Insert SIM (e.g., Verizon) in to Nautilus
(2) Navigate to Chrome OS Settings > Network > Mobile data > {carrier name} > settings page
(3) Toggle on "Enable SIM card locking (require PIN to use mobile data)" and enter known-good PIN

What is the expected result?
PIN is confirmed, and toggle is enabled

What happens instead?
PIN is rejected, and user is told "Incorrect PIN. Retries left: 3" - if user attempts three more times, SIM is locked and user needs to call carrier for PUK

I had a hard time reproducing the bug. After a lot of tries I was only able to reproduce it a few times after going through OOBE after a fresh re-install.

I think I fixed what was causing the bug. I'll close for now and we can re-open if we run into the bug again.
