New style notifications need some sort of border/shadow on Windows

See attached - there's literally no visible boundaries on Windows (10) which makes them easy to miss and hard to use.

Sebastian, how did we fix this for Chrome OS? I'd like to get the new style ones out for non-Chrome OS too.

On Chrome OS we use drop shadows.
In the case of Windows you might want to use strokes if you cannot use shadows here.
