The cardholder name fix flow and expiration date fix flow add additional complexity to the credit card upload dialog.  When coupled with the changes from Project Butter, this complexity becomes unnecessarily high (in one case, it's possible to have two tooltips at once, one for the fix flow and one for Butter).

This bug exists to track the disallowing of fix flows when Butter is enabled.
