Investigate cause of locale resource loading failures on Android

As part of crbug.com/912320, we landed a CL to disable the CHECK that verifies equality of locales during early first run and after resource bundle loading is the same.

Specifically, we disabled if the locale after resource bundle loading is empty. Which would happen if there's a locale resource failure.

This bug tracks the work to investigate the actual cause of that. We can add histograms and see which case is being hit.

No data from the metric so far. But this makes sense since we've only seen this on beta/stable due to more users there. So let's set a next action on this and check after the holidays.
