Regression : Unable to 'select all' text using 'Ctrl + A' shortcut key in 'Add person' overlay.

Issue description

Chrome Version: 71.0.3578.98 (Official Build) Revision 15234034d19b85dcd9a03b164ae89d04145d8368-refs/branch-heads/3578@{#897}(64-bit)
OS: Mac(10.13.1, 10.13.6, 10.14.2).
             
Steps to reproduce:
1. Launch chrome, click on 'Avatar' icon and then select 'Manage people' to open overlay
2. Now click on 'Add person' button ,then click on person name text field and press 'Ctrl + A' key to select all text,observe

Actual Result: Unable to 'select all' text using 'Ctrl + A' shortcut key
Expected Result: Should be able to 'select all' text using 'Ctrl + A' shortcut key

This is a regression issue, broken in 'M-70', and below is the bisect info :
Good Build:70.0.3503.0 (Revision:578160)
Bad Build: 70.0.3504.0 (Revision:578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

I swear that I've seen this bug before but I can't find a duplicate. The issue is that UserManagerMac handles keybindings in an extremely weird way. I'll look in M73.
