UI: notification without icon should use a proper layout

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/12.0.2 Safari/605.1.15

Steps to reproduce the problem:
Try to send a web push notification without an icon (don't set the icon when you call ServiceWorkerRegistration.showNotification).

The notification displayed on Windows keeps a large empty space on the left, which looks terrible. Chrome on other operating systems (like Android or Mac) can display properly the notifications without an icon. Note that the icon is an optional field and someone may not to include it (e.g. to save bandwidth).

What is the expected behavior?
The notification layout should look good even without an icon. 

What went wrong?
The notification layout looks terrible without an icon.
