Dragging a file from the file prompt to chrome, crashes chrome

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Open a page with <input type="file">
2. Open the file prompt.
3. Drag any file from the prompt to the page.
4. Close the prompt (upload or cancel).
5. Chrome becomes unresponsive and must be terminated.

What is the expected behavior?
Chrome should not crash

What went wrong?
Chrome became unresponsive and the whole browser must be manually terminated

Crashed report ID: No crash report was produced

How much crashed? Whole browser

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 70.0.3538.110  Channel: n/a

Unable to reproduce the issue on windows 10 using latest chrome -71.0.3578.98 and reported version-70.0.3538.110  as per above steps.Able to drag files successfully without any crash issue.

Please check the issue by upgrading chrome to latest stable & let us know your observations on the same.

Tested file attached for reference. If you still encounter the issue on latest stable, please provide us crash id from chrome://crashes & sample test file to check from our end.

I've updated to 71.0.3578.98 and can no longer reproduce this issue.
