What steps will reproduce the problem?
(1)Sign into user >> Goto chrome://settings/display >> Internal display section
(2)Move the 'Display size' slider to huge and bring back to small at once and observe glimpse of weird line(Please refer video)

Actual:Glimpse of unwanted line is seen while adjusting the display size in chrome://settings/display 
Expected: No such Glimpse of unwanted lines should be seen while adjusting the display size in chrome://settings/display 

This is a Regression issue as same works fine in M70(70.0.3538.110/11021.81.0)
