What steps will reproduce the problem?
(1)Sign into User -> press 'Ctrl+F5(Overview Mode Button)' for screenshot -> go to Files App-> Right click for context menu and select 'Gallery'
(2)Now gallery will be seen ->click on 'Edit' option -> change the Width to  low -> now go to Thumbnail view 
3)Observe blurred thumbnail view is seen

Expected: Blurred thumbnail view should not be seen
Actual: Instead blurred thumbnail view is seen

This is Non-Regression Issue seen from M-62
