What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable 'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Enter any User ID (hover on it and observe I beam pointer) and now disable 'Restrict sign-in to the following users' option -> observed added User Ids are seen in enabled mode(On hovering Arrow pointer is seen)

Expected: Added User Ids should be in disabled mode when 'Restrict sign-in to the following users' option is disabled
Actual: Instead added User Ids are seen in enabled mode
This is Non-Regression issue seen from M-62
