Regression:'Speech' option is seen when right clicked on empty space in emulation view.

Issue description

Chrome Version:73.0.3637.0 (Official Build) Revision	cbc337a73280633ef62f5293db6efd1a11998d18-refs/branch-heads/3637@{#1}(64-bit)
OS : Mac(10.13.1,10.13.6, 10.14.2)

Steps to reproduce:
1. Launch chrome and open NTP.
2. Right click and inspect .
3. Open NTP in emulation mode and right click on  empty space in emulation view. 
4. Observe.

Actual Result   : 'Speech' option is seen when right clicked on empty space in  emulation view.
Expected Result : 'Speech' option should not be seen when right clicked on empty space in  emulation view.

This is a regression issue broken in M-73 and will soon update bisect information:
Good Build :73.0.3636.0 (Revision:615029)
Bad Build : 73.0.3637.0 (Revision:615356)

You are probably looking for a change made after 615116 (known good), but no later than 615117 (first known bad).
