Native Messaging channel closes soon after Chrome starts for no apparent reason

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Install Kaspersky Password Manager (https://products.s.kaspersky-labs.com/homeuser/kpmwin9.0/9.0.1.447/multilanguage-INT-0.3.0/for_reg/setup_9.0.1.447.exe)
2. After installation finishes choose to add Chrome plugin. This installs native messaging service and extension to Chrome
3. Run Chrome as *not* administrator

What is the expected behavior?
Native messaging service channel is not closed by browser

What went wrong?
If Chrome *is not* run as Administrator - after a few minutes password manager plugin stops.
On the other hand, if run as admin plugin works as expected.

I'm attaching two Chrome debug-logs. In both you can see the culprit of the problem as
[5268:6388:1114/163928.690:WARNING:net_errors_win.cc(119)] Unknown error 995 mapped to net::ERR_FAILED
[5268:9504:1114/163928.692:INFO:CONSOLE(1)] "KasperskyNativeMessagingClient OnDisconnect", source: chrome-extension://dhnkblpjbkfklfloegejegedcafpliaa/background/background.js (1)

I think something happened on the low-level implementation of NM protocol and local pipe was closed by Chrome.

Tried testing the issue on reported chrome version #70.0.3538.102 using Windows 10 by following below steps.

Steps:
=====
1.Installed Kaspersky Password Manager.
2.Chose to add chrome plugin.
3.Launched chrome normally.
4.Navigated to "chrome://extensions", observed that Kaspersky Password Manager got added to chrome.
4.Waited for sometime observed that Kaspersky Password Manager is still in the chrome.

Attached screencast for reference.
@reporter: Could you please review attached screencast and let us know if anything is being missed here. Requesting you to provide a screenshot or screencast of the issue so that it would be really helpful in further triaging of the issue.
