OS: Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.2).

What steps will reproduce the problem?
(1) Launch chrome, open Report an issue overlay and type any text and send feedback (overlay will appear)
(2) Click on Legal help page or Privacy policy then click on any hyperlink and observe.

Actual: Unable to open hyperlinks of Legal help page or Privacy policy.

Expected: Should be able to open hyperlinks of Legal help page or Privacy policy.

This is a regression issue, broken in 'M-71', below is bisect info:

Good Build:71.0.3578.36
Bad Build: 71.0.3578.72

[Unable to provide bisect using 1) Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown and
				2) Chromium bisect script as 'Report an issue...' option is not available.
Hence, providing suspect manually.)
