Regression: Text continuation doesn't appear for long password name on chrome://settings/passwords page.

Issue description

Chrome Version: 73.0.3638.0 (Official Build) Revision	c6d06cddb87285ab9e8d92e07af7918bb728ea67-refs/branch-heads/3638@{#1} (32/64-bit)
OS: Windows (7, 8, 8.1, 10)

Precondition: At-least on password entry (with long password name) must be present be present on chrome://settings/passwords page.

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/passwords
2. Now observe the password dots under 'Saved Password' section.

Actual: Text continuation doesn't appear for long password name.
Expected: Text continuation should appear for long password name.

This is a regression issue, broken in M-73 series, will soon update other info.

Below is manual regression range:

Good build: 73.0.3637.0 (Revision: 615357)
Bad build: 73.0.3638.0 (Revision: 615716)

Providing the bisect using hasbisect-per-revision script.

You are probably looking for a change made after 615413 (known good), but no later than 615414 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

NOTE: 
1. This issue is also reproducible on Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS) OS.
2. Also password dots appeared to be chopped in bad build i.e. 73.0.3638.0
