Regression:[Print Preview]'Fit to page' checkbox remains checked even after Scale is restored to default value

Issue description

Chrome Version: 71.0.3578.98(Official Build) Revision 15234034d19b85dcd9a03b164ae89d04145d8368-refs/branch-heads/3578@{#897}(32/64-Bit)
OS: Win(7,8,8.1,10)

Test PDF URL: http://www.pdf995.com/samples/pdf.pdf

What steps will reproduce the problem?
1. Launch chrome, navigate to any PDF (for eg: refer above mentioned URL), press 'Ctrl + P' to open print preview.
2. Click to select the 'Fit to page' checkbox under 'Scale' option. 
3. Select the value in text box below the Scale option and press delete.
4. Press tab to remove focus from textbox.
5. Observe the value in textbox gets reset to 100 but 'Fit to page' checkbox remains checked.

Actual Result   : 'Fit to page' checkbox remains checked even after Scale is restored to default value.
Expected Result : 'Fit to page' checkbox should get unchecked after Scale gets restored to default value.

This is a regression issue broken in M-71 and below is the bisect information:
Good Build : 71.0.3562.0 (Revision : 594164)
Bad Build  : 71.0.3563.0 (Revision : 594642)

You are probably looking for a change made after 594207 (known good), but no later than 594208 (first known bad).

@rbpotter: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Issue is Win OS specific.
2. Issue is not reproducible when spinners are used to increase/decrease scale.
3. Issue is also reproducible on dev build #72.0.3626.14 and latest Canary build #73.0.3637.0.
