OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS).

Pre-Condition:
1. Launch Chrome, Navigate to above test URL and open devtool, toggle to emulation mode.
What steps will reproduce the problem?
1. Select mobile device to iPhone 5/SE and Screen zoom to 75%.
2. Click on Three-Dot Icon video screen and observe while overflow menu pop ups.
Actual Result: Contents on three-dot menu is seen blur momentarily.
Expected Result: Contents should not be seen blur while opening overflow menu.
This is a regression issue, broken in 'M-72', and below is the bisect info:
Good Build: 72.0.3596.0 (Revision:603701)
Bad Build : 72.0.3597.0 (Revision:604362)

Note:
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other
machines but still getting the same error again)
2. Unable to perform Chromium bisect as 'File is not a zip file' error is seen.
3. Hence providing suspect manually.
Issue is also seen on Dev build #72.0.3626.14.
