Steps to reproduce the problem:
1. Change keyboard layout to "US Colemak keyboard"
2. Plug in a keyboard that has the Caps Lock button
3. Under chrome://settings/keyboard-overlay remap the Caps Lock button to something else
4. Press the Caps Lock button

What is the expected behavior?
The remapped key should be triggered by the Caps Lock button.  Caps Lock itself should not be triggered.

What went wrong?
Caps Lock is triggered, possibly in addition to the remapped key.
