Chrome Version: ToT

What steps will reproduce the problem?
(1) Show notification with text input (you can create one by https://tests.peter.sh/notification-generator/)
(2) Lock the device
(3) See the notification and click the action button to input text

What is the expected result?
See no edit ox and see the message with "Unlock to perform the action" message instead.

What happens instead?
See an edit box.

Please use labels and text to provide additional information.
This happens only on Chrome notifications. ARC notification works well.
