Chrome opens but will not work

Issue description
Chrome Version : 71.0.3578.80
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari:
Firefox:
IE/Edge: OK
What steps will reproduce the problem?
1. Opening Chrome anytime other than upon initial install
What is the expected result?
Chrome operating as normal.
What happens instead of that?
Chrome opens, I am notified of most/all extensions and apps crashing, home screen does not display, unable to load websites (either stuck with a white screen or "Aw, Snap" page appears), unable to open up Help/About screens from menu or "Aw, Snap" page. At "best," the Settings menu will show a blue bar at the top of the screen, but nothing else. Refreshing the Settings page results in "Aw, Snap" page appearing.
Please provide any additional information below. Attach a screenshot if
possible.
I have tried all of the following to no avail:
* Anti-virus (AVG) is up-to-date. Anti-virus is NOT blocking Chrome.
* No viruses or malware on computer.
* Chrome's built-in scanner shows NO issues.
* chrome.exe is NOT running in Task Manager while Chrome is closed.
* "...AppData\Local\Google\Chrome\User Data\Default" folder is deleted between installs.
* All extensions removed.

Unable to reproduce the issue on reported chrome version #71.0.3578.80 using windows 10 as per comment#0. Observed that chrome opens normally every time we open it, without any crashes. @reporter: Could you please provide the crash id by navigating "chrome://crashes", so that it would be really helpful in further triaging of the issue. Thanks.!

When I view "chrome://crashes" it is empty, I'm guessing because I've uninstalled/reinstalled since my initial reporting -- which I realized I should have left alone, so apologies. Also, Chrome is working again suddenly. I do want to note that when I tweeted my issue to @googlechrome, another user mentioned having the same issue. https://www.twitter.com/jlovie/status/1072799773449687040 They also said their Chrome is now working again, however unlike them I have not had a Windows (7) Update since this issue occurred.
