Currently the LKGM CL is sent to the chromium CQ, but the master-chromium-pfq doesn't wait for the result, so we can have a green PFQ run with a failing LKGM uprev. 

There's another problem (http://crbug.com/912744) where the current gardener doesn't hear about the LKGM failure, so it's basically me or Ben noticing that the LKGM hasn't updated.
