win-annotator-rel infra failures

Issue description

After respawning the win-annotator-rel bot [1], it is running successfully. At least the tasks are successfully starting to run.

The problem now: the bot immediately dies after an (almost) complete compile of Chromium. See for instance the logs in [2].

It looks like it's always failing at the same step:
ACTION //chrome/installer/mini_installer:previous_version_mini_installer

I'm not sure what introduced this failure.

Is there a way I could see the actual failure? Nothing happens when I click on the "stdout" link for the "compile" step.

Nothing in the logs clearly indicates the failure reason, but the bot's status on Swarming is BOT_DIED.
That log says:
[65435/65520] STAMP obj/chrome/installer/mini_installer/previous_version_mini_installer.stamp
so that build step completed. It must be something following that in "ninja all" that's causing the problem.
