headless does not wait for page to load

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. chromium-browser -user-data-dir="$HOME/.chrome-test" --disable-gpu --headless --print-to-pdf=test.pdf https://uk.godaddy.com/domainsearch/find?checkAvail=1&tmskey=&domainToCheck=acecakes.com
2. Observe PDF file has a mostly blank page.
3. 

What is the expected behavior?
Should display ok, like in regular browser

What went wrong?
PDF not complete.

Chrome version: 71.0.3578.80  Channel: stable

I'm not a headless mode expect, but I imagine you may want to script your task using Puppeteer. e.g. Use their page.waitForFoo() APIs.

Whereas --print-to-pdf is just a simple one-shot test tool and not meant to do anything sophisticated.

Please try using Puppeteer. --print-to-pdf is not meant to handle page load waiting.
