Portals should respect policy declared by guest contents response

Chromium should not load content in a portal if that would conflict with the policy declared by the response.

This is probably at least partly blocked on the work of "decide how this policy should work". This bug tracks the implementation; github.com/WICG/portals tracks the standardization.
