Behaviour, Windows 10 Home 1803, Chrome 70.0.3538.110 (Chromium not installed)
: Works as expected (see below)

What steps will reproduce the problem?

(1) In Chromium, open any page with a link to a downloadable file.

(2) Right-click the link (e.g. "Chapter" above) and click on <Save Link As ...>.

What is the expected result?

(3) Chromium opens a <Save As> file browser.

What happens instead?

(3) Chromium immediately crashes without warning.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

Backtrace not possible; deb package chromium-browser-dbg not available
   for Chromium 70.*

When launched from the Console as described ...
       chromium-browser --debug 2>&1 | tee -a ~/Desktop/Chromium-bug.text
... Chromium does NOT crash on <Save Link As ...>.

   Go figure.

1. Launched Chromium
