Chrome Version: 72.0.3634.0

What steps will reproduce the problem?
(1) Mouse click down and hold down on an app in App List.
(2) Wait until the label for the app disappears.
(3) Let go of the mouse click.
(4) The app will now open as if clicked normally.

Is this a desired behavior? It seems odd because the label for the app disappears and the app appears ready to be dragged around the screen, then the app is opened when you let go without dragging it anywhere.
