On Chromeboxes when clicking on the O (launcher) the extended display does nothing. |

Issue descriptionGoogle Chrome 71.0.3578.27 (Official Build) beta (64-bit) Revision d7850e07856a010c464bc7ea52e4ee10ca5965ce-refs/branch-heads/3578@{#361} Platform 11151.17.0 (Official Build) beta-channel fizz-unibuild (fizz jax kench sion teemo wukong) Firmware Version Google_Fizz.10139.141.0 What steps will reproduce the problem? (1) Get a chromebox with 2 displays (2) Click on launcher (e.g bottom left) (3) Click on the screen on the left and on the right. What is the expected result? Either I only have one task bar or both bringup the apps What happens instead? One monitor does nothing. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
