What steps will reproduce the problem?
(1) Get a chromebox with 2 displays
(2) Click on launcher (e.g bottom left) 
(3) Click on the screen on the left and on the right. 

What is the expected result?
Either I only have one task bar or both bringup the apps

What happens instead?
One monitor does nothing.
