[VR Browsing All-in-one] black background on daydream notifications screen when immediately pressing home button after launching Chrome VRB

Chrome Version: 73.0.3636.0, also repro's on latest M71

Lenovo all-in-one build: VRB.181016.012/5148211

What steps will reproduce the problem?
(1) Open Chrome VRB, then press the home button on the controller. 
(2) From the Andriod notifications screen, press the home button again to return to Chrome VRB. But before Chrome opens completely, press the home button again to return back to the Android notifications screen.

What is the expected result? Correct background always displayed on the Android notification screen.

What happens instead? The background on the Android notification screen is black.

Note that AFAIK this has always existed, it's not a regression.

This appears to be a platform bug.  ericde+samdrazin to log a Dd bug.
